Explain the timing of the drawing up of budgets. Set in their context and explain the Regions and Communities funding mechanism as they emerged of the 1970, 1980n 1988-1989, 1993, 2001, 2014 reforms. Review, alone or in group, a question linked with an econmic or social issue.
