Content of Learning Activity
The course approaches the urban planning project as a social activity and centers the analysis on understanding the logic of action of those who are at the heart of this activity (perceptions, representations, interests, issues, resources, constraints, values, knowledge , interactions, etc.).
In addition, the course addresses urban planning from the perspective of actor systems. Different modes of representing actor systems are explored.
In a complementary manner, the course approaches the stages necessary for project processes: strategic diagnosis, the statement of territorial issues, the definition of project objectives, the breakdown of objectives into development scenarios and programming elements.
Finally, the course offers to see the basics of operational town planning relating to land management tools, development operations, public/private partnerships and tools relating to participation. Four development sectors (Vimin, 2015) are explored:
- Diffuse laissez-faire
- Regulatory incentive
- Public planning
- Negotiated development
